International Affairs Service

The International Affairs Staff (IAS) is the high-level technical Secretariat that ably assists the Commission on Higher Education  Chairperson in the implementation of education matters involving other countries and international education organizations.

This unit shall be responsible for coordinating and harmonizing, on behalf of the Chair and/or the Executive Director, all the international dimensions of CHED work that emanate from the respective mandates of the Commission’s organic units. 

This unit shall be responsible for the implementation of Republic Act No. 11448, also known as the The Transnational Higher Education Act. The Transnational Higher Education Act of the Philippines seeks to promote and facilitate quality assurance, educational access and mobility, and collaboration across institutions. It also sets forth measures to protect the interest of students and regulate governmentaccredited transnational education providers.

The Internationalization (IZN) Roadmap provides the direction for the internationalization initiatives over four pillars and demonstrates the action plan for achieving these strategic goals towards the advancement of a Philippine higher education sector that drives the country’s transformation effecting “more inclusive growth, a high-trust and resilient society, and a globally competitive knowledge economy” as envisioned in AmBisyon Natin 2040. Involving both short- and medium-term targets as they further longer-term ambitions, the activities and programs itemized in this roadmap respond to the goals of the Philippine Development Plan 2017-2022.  

At the national level, the IZN Roadmap is the operational embodiment of CHED’s strategy of pursuing Reimagined Internationalization towards the establishment of the foundations of quality higher education, promotion of the global competitiveness of institutions and students, and provision of accessible opportunities for lifelong learning. At the international level, this policy document guides CHED in contributing to the attainment of the UN Sustainable Development Goals (SDGs). These strategies likewise seek to assist Philippine Higher Education Institutions (HEIs) in fulfilling their role in the realization of the targets in the SDGs 2030.

New and forthcoming programs and projects of the Commission on Higher Education (CHED) – International Affairs Staff (IAS) underpin the key result areas contributing to the achievement of these goals. These key result areas relate to the four pillars of higher education in the country and provide the logical framework of the Internationalization (IZN) Roadmap that will inform the direction and purpose of internationalization initiatives to be conducted or supported by CHED.
