National Roadmap for Global Competitiveness in Communication Skills (NRGCCS)

Born from the joint effort among government, academe, and industry representatives, the National Roadmap for Global Competitiveness in Communication Skills is a three-year initiative envisioned to be the country’s response to various challenges and opportunities concerning the country’s level of English language proficiency and communication skills. It aims to further develop our advantage in the areas of English language proficiency and communication to contribute to our progress towards a globally competitive knowledge economy.

Since 2020, the NRGCCS technical working group has been conducting orientation workshops to higher education institutions for awareness and adoption of the Common European Framework of Reference (CEFR).

To date, 88% of state universities and colleges (SUCs) have attended the  orientation. 

The Master Teachers Training 2022: Course for Global English Competitiveness Development is a three-day intensive master teacher training in communicative teaching with CFR training and orientation course for teachers and school administrators.

This program was cascaded to higher education institutions  nationwide.

  1.  North Luzon (Ilocos Sur) in partnership with Mariano Marcos State University
  2. South Luzon (Legazpi)
  3. Visayas (Cebu) in partnership with the University of the Visayas
  4. Mindanao (Zamboanga) in partnership with Western Mindanao State University
  5. National Capital Region and CALABARZON (Batangas) in partnership with Batangas State University

Under the Global English Competitiveness Project, the Online English Resources (OERs) were developed by four (4) Philippine higher education institutions – Centro Escolar University, University of the Visayas, Lyceum of the Philippines Batangas and Batangas State University.

The projects cover two parts namely: (1) Module Writing and (2) Research on the efficacy of the program.

Duolingo is a free language learning platform that offers courses in more than 30 languages, including English for Tagalog speakers.  The NRGCCS team volunteered for Duolingo and one TWG for the NRGCCS Project members (Rex Wallen Tan) designed the entire curriculum of the Duolingo English for Tagalog speakers course. The English for Tagalog speakers course is now available with over a hundred thousand learners.

The course is designed to help the 60 million Filipinos learn English, the language of international business and tourism. By providing an easy-to-use and fun way to learn English, the course can help Filipinos to improve their job prospects, boost their education, and open up new opportunities for travel and cultural exchange. The course also provides a number of interactive exercises to help learners practice their English in a variety of contexts.

Duolingo is the most popular language learning application in the world with more than 500 million downloads. Duolingo’s language learning efficacy has been published in the prestigious ACFTL journal where they found that 100 hours of Duolingo is equivalent to 4 semesters studying language in a University.
