The Foreign Scholarship and Training Program (FSTP) is a component of the Official Development Assistance to the Philippines by foreign donor countries. The objective is to enhance the capabilities of institutions in accordance with the national development thrusts and strategies. It consists of degree and non-degree short-term courses.
Pursuant to Executive Order 402 series of 2005, the FSTP is administered by the Department of Education (DepEd) for basic education, the Commission on Higher Education for degree courses, and the Technical Education Skills Development Authority (TESDA) for non-degree courses.
Target beneficiaries are officials and employees of government agencies, the private sector, and accredited non-government organizations.

This program is offered by The Philippine American Education Foundation which aims to contribute to the personal and professional development of students, develop future leaders in their respective fields of study and promote mutual understanding between the people of the United States and the Philippines.

Each year, the Swiss Cofederation awards Government Excelence Scholarships to promote international exchange and research cooperation between Switzerland and over 180 other countries.
The research scholarship is available to post-graduate researchers in any discipline (who hold a master’s degree as a minimum) who are planning to come to Switzerland to pursue research or further studies at doctoral or post doctoral level.
