Memorandum of Understanding Between the Commission on Higher Education (CHED) Philippines and Ministry of Foreign Affairs and Trade of Hungary (MFAT) Hungary on Cooperation within the Framework of the Stipendium Hungaricum (SH) Programme for the years 2021- 2023
On 15 October 2020, Foreign Affairs Secretary Teodoro Locsin and Hungarian Foreign Minister Peter Szijjarto signed the renewal of the MOU between CHED and MFAT, Hungary on the grant of thirty-five (35) scholarships to Filipino students pursuing degrees in Hungary under the Stipendium Hungaricum Scholarship Program.
The CHED has been sending students/scholars to Hungary since Academic Year 2016 under the various PhD, Masteral and bachelor degree programs under the following ppriority areas:
The Commission en Banc (CEB) through CEB Resolution No. 662-2019 approved the scholarship offers under the NAWA Academic Exchange Programs of the Polish National Agency for Academic Exchange (PNAAE).
The aim of the program is to increase the internationalization programs of Polish higher education institutions and establish and implement academic cooperation through the exchange of students and academic staff based on the Memorandum of Understanding between the Commission on Higher Education and the Minister of Science and Higher Education of the Republic of Poland on cooperation in higher education signed in 2013. The priority areas under the program are health related programs, tourism/hotel and restaurant management program, agriculture, environmental studies and humanities.
In its pursuit to engage prospective foreign partners, CHED, through the K to 12 Transition Program Management Unit and the International Affairs Staff (IAS), has explored possible opportunities for collaboration with the Embassy of France in the Philippines, through its cultural service (SCAC) and its Campus France Philippines to provide ten (10) scholarships for qualified Filipino teaching and non-teaching personnel every year to study master’s or doctorate degree in renowned French institutions. The partnership was formalized through a Memorandum of Agreement between the CHED and Embassy of France in the Philippines that was signed last January 4, 2017.
With the K to 12 transition period set to end this 2021, the International Affairs Staff is now working on institutionalizing the Scholarships for Graduate Studies Abroad for Faculty and Staff in order to continue the development of niche programs and further encourage linkages between local and international universities. Current agreements with scholarship delivery partners, such as the Embassy of France in the Philippines, shall be renewed upon the implementation of updated grant guidelines.
The Commission signed an agreement with the British Council to implement the Joint Development of Niche Programmes (JDNP) Project which aims to strengthen the capacity of select eleven (11) Philippine Higher Education Institutions (HEIs) through the delivery of transnational education (TNE) programs in select niche priority areas.
16 TNE programs were developed through the Commission’s partnership with the British Council. Together, we have trained 10 Philippine HEIs and linked them with 9 HEIs in the United Kingdom to offer dual/joint graduate degree programs.
On 1 March 2018, the Partnership and Cooperation Agreement (PCA) between the EU and the Philippines entered into force. The PCA, signed in 2012, has now been ratified by all of the parties after ratification by the Senate of the Philippines on 22 January 2018. This agreement forms a wider relationship between the European countries and the Philippines encompassing cooperation in a broad range of areas including education and participation of higher education institutions.
