Republic Act 11448, also known as An Act Expanding Access to Educational Services Through the Establishment and Administration of Transnational Higher Education, is a law which seeks to expand access to educational services, particularly higher education, in the Philippines.
It aims to enhance the quality and standards of education, by enabling universities and HEIs to establish transnational campuses in selected countries around the world. This law provides opportunities for Filipino students from all different socio-economic backgrounds to have access to quality education abroad, expanding the scope of knowledge and expertise they can gain.
Additionally, it allows educational institutions in the Philippines to establish networks and alliances with universities and higher educational institutions abroad, thus allowing for the free exchange of information, personnel, and academic programs. This law encourages innovation, fosters collaboration, and improves competitiveness in the higher education field.
