Foreign Scholarship and Training Program (FSTP)

The Foreign Scholarship and Training Program (FSTP) is a component of the Official Development Assistance to the Philippines by foreign donor countries.  The objective is to enhance the capabilities of institutions in accordance with the national development thrusts and strategies.  It consists of degree and non-degree short-term courses.

Pursuant to Executive Order 402 series of 2005, the FSTP is administered by the Department of Education (DepEd) for basic education, the Commission on Higher Education for degree courses, and the Technical Education Skills Development Authority (TESDA) for non-degree courses.

Target beneficiaries are officials and employees of government agencies, the private sector, and accredited non-government organizations.

The program aims to strengthen South-South Cooperation through focusing on human resource development and to share Thailand’s culture, tradition and experiences globally.  Additional information can be accessed through the Thailand International Cooperation Agency website

This international scholarship program is run by the Ministry of Foreign affairs of Brunei. It is a fully-funded scholarship for international students for diplomas, undergraduate, and post-graduate degree programs.

This program is open to regular employees of academic or research institutions or government agencies.

Each year, the Swiss Cofederation awards Government Excelence Scholarships to promote international exchange and research cooperation between Switzerland and over 180 other countries.

The research scholarship is available to post-graduate researchers in any discipline (who hold a master’s degree as a minimum) who are planning to come to Switzerland to pursue research or further studies at doctoral or post doctoral level.

Documentary Requirements

For Government employees:
  • A letter of nomination addressed to The Director, International Affairs Staff, CHED signed by the Secretary or Head of agency/institution or its duly authorized official indicating among others the following:
  1. Assurance of utilizing the services of the nominee, for two (2) years for every year of scholarship or a fraction thereof not less than six (6) months as provided under E.O. 367 amending E.O. 129; and,
  2. That the nominee shall be paid his/her salary and other financial privileges while on training under the said Executive Order.
  • Certified Copy of Service Record
  • Certified Copy of Statement of Actual Duties and Responsibilities
  • Photocopy of Transcript of Academic Records (Baccalaureate/Graduate)
  • Photocopy of Diploma (Baccalaureate/Graduate)
  • Certification that the nominee has no pending administrative and criminal case
  • Certification that the nominee has no pending scholarship nomination for another program and has no pending service obligation for a previous scholarship for Government employees
  • Updated bio-data/resume with a list of in-service training and seminars attended (Spell out acronyms; certificates of training need not be submitted)
For private individuals:
  • Letter of Intent
  • Recommendation from an employer or former dean/professor
  • Certificate of Employment (if applicable)
  • Photocopy of Transcript of Academic Records           (Baccalaureate/Graduate)
  • Photocopy of Diploma (Baccalaureate/Graduate)
  • NBI/Police Clearance
  • Updated bio-data/resume with a list of in-service training and seminars attended (spell out acronyms; certificates of training need not be submitted)
