UMAP Philippines Charts Course for Inclusive Internationalization at 2025 Annual Conference

Quezon City, Philippines – The University Mobility in Asia and the Pacific (UMAP) Philippines held its annual conference, “Strategizing Direction towards Inclusive PHEIs Internationalization: The UMAP Way,” at the Commission on Higher Education (CHED) Auditorium. The event convened educators and administrators nationwide to discuss and strategize on enhancing the internationalization of Philippine Higher Education Institutions (PHEIs).

 

The conference featured a program aimed at providing insights into UMAP’s history, regional approaches to internationalization, and the challenges faced by PHEIs in achieving global recognition.

Opening remarks were delivered by Dr. Laurene Chua-Garcia, outgoing President of UMAP-Phils.

Plenary sessions included presentations by Dr. Heracleo D. Lagrada on UMAP’s history, Dr. Christine N. Ferrer on regional internationalization strategies, and Dr. Laurene Chua-Garcia on the challenges and support needed for PHEIs.
The event also addressed organizational matters, including membership updates and election guidelines. The General Assembly included the President’s Report by Dr. Chua-Garcia and the Treasurer’s Report by Dr. Maribeth Buenviaje. A significant part of the assembly was dedicated to the presentation of nominees and the election of the new UMAP-Phils. Board, set to take office in July 2025.

Philippines Triumphs at AEF 2025, Boosts ASEAN Education Ties

Kuala Lumpur, Malaysia – The Philippines made a significant impact at the ASEAN Universities Exhibition and Forum (AEF) 2025, held from 23 to 25  February 2025, at the Grand Lagoon Ballroom, Sunway Hotels & Resorts in Kuala Lumpur, Malaysia, showcasing the nation’s commitment to advancing higher education within the ASEAN region.

Leading a delegation of 18 Philippine Higher Education Institutions (PHEIs) and over 50 participants, Commission on Higher Education (CHED) Commissioner Dr. Marita R. Canapi highlighted the Philippines’ dedication to fostering international partnerships and promoting student mobility.

Hosted by Education Malaysia Global Services (EMGS) and the Ministry of Higher Education (MOHE) of Malaysia under Malaysia’s ASEAN Chairmanship, AEF 2025 attracted an estimated 10,000 attendees, including ASEAN education officials, university leaders, policymakers, and industry experts. The forum served as a crucial platform for discussions on key aspects of ASEAN higher education, including student mobility, scholarship opportunities, and the strengthening of international partnerships.

The Philippine delegation’s presence at AEF 2025 was marked by notable achievements, particularly in the ASEAN Young Speaker Contest. Filipino students from Mindanao State University – Iligan Institute of Technology and National University – Dasmariñas demonstrated exceptional talent and eloquence, securing all three top positions in the competition, a testament to the high caliber of Filipino students.

The strong bilateral ties between Malaysia and the Philippines were further emphasized by the visit of Minister of Higher Education, Dato’ Seri DiRaja Dr. Zambry Abdul Kadir, to the CHED booth. The minister’s visit underscored the shared commitment of both nations to enhancing educational collaboration and fostering mutual understanding.

Through its participation in AEF 2025, the Philippines aimed to achieve several key objectives:

  • Showcase the achievements of PHEIs: Highlighting the progress made by Philippine universities in global partnerships and sustainability initiatives.
  • Expand collaborations: Engaging with ASEAN universities, policymakers, and industry leaders to forge new partnerships and strengthen existing ones.
  • Support ASEAN Higher Education Common Space initiatives: Contributing to the development of a unified and integrated higher education landscape within the ASEAN region.
  • Strengthen the Philippines’ education agenda ahead of ASEAN Chairmanship in 2026: Utilizing the forum as a platform to solidify the nation’s strategic direction in regional education cooperation.

Dr. Canapi emphasized the importance of AEF 2025 in advancing the Philippines’ higher education goals. “This forum provides a valuable opportunity for us to connect with our ASEAN counterparts, share best practices, and explore new avenues for collaboration,” she stated. “We are committed to strengthening our partnerships within the region and contributing to the development of a vibrant and dynamic ASEAN higher education community.”

Dr. Jane Knight's Visit to the Philippines: Strengthening Transnational Higher Education, Knowledge, and Research Security

Dr. Jane Knight, a renowned scholar and expert in international education, recently concluded a productive visit to the Philippines, focusing on strengthening transnational higher education (TNHE), knowledge, and research security. Professor Knight, of the Ontario Institute for Studies in Education at the University of Toronto, is a long-term scholar of the international, intercultural, and global dimensions of higher education and international relations. Her extensive work in over 75 countries with universities, foundations, governments, and UN agencies provides her with a unique comparative, development, and international perspective that informs her research, teaching, and policy work. This depth of experience was clearly evident throughout her visit.

Dr. Knight, who holds a PhD in Higher Education and a PhD in Political Science, and is the recipient of several international awards, including three honorary doctorates, is the author of over 150 academic publications. Her latest work, “Knowledge Diplomacy In International Relations and Higher Education” (Springer 2022), highlights her expertise in this evolving field. She also serves on the advisory boards of several international organizations, universities, and journals.

Dr. Knight’s visit to the Philippines began with a warm welcome and a meeting with Atty. Lily Freida M. Milla of the CHED International Affairs Service. Discussions centered on internationalization as well as knowledge and research security, setting the stage for a series of fruitful engagements. Dr. Knight was also briefed by CHED Commissioner Ethel Valenzuela and Director Mary Sylvette Gunigundo, from the CHED Office of Planning, Research, and Knowledge Management (OPRKM) regarding the Philippine higher education landscape and the state of research security in the Philippines.

A significant part of Dr. Knight’s trip was dedicated to knowledge and research safety.  She held in-depth meetings with key representatives from several leading universities. At the University of Santo Tomas (UST), she met with UST’s Office of International Relations and Programs to explore the risks and opportunities in global research partnerships—focusing on AI security, data and research protection.

Dr. Knight also engaged with the University of the Philippines (UP), where she met with University President Atty. Angelo Jimenez and other high-level officials. The meeting focused on the critical topic of knowledge and research Security. This underscored the growing importance of safeguarding research integrity in an increasingly interconnected world.

Furthering her exploration of TNHE, Dr. Knight held a virtual meeting with Ms. Lotus Postrado, Country Director of the British Council in the Philippines. She also met with Atty. Ron Salo, the author of the TNHE Law, demonstrating her commitment to understanding the legal framework governing TNHE in the Philippines.

Her itinerary also included visits to Mapua University in Makati and Far Eastern University (FEU) in Manila. The FEU visit included discussions on Transnational Higher Education and a short cultural tour, highlighting the importance of integrating culture and the arts into the academic experience. Dr. Knight also met with representatives from De La Salle-College of Saint Benilde to discuss Knowledge and Research Security.

Beyond formal meetings, Dr. Knight took time to immerse herself in the Philippines’ rich cultural heritage. She visited the Jorge B. Vargas Museum and Filipiniana Research Center at the University of the Philippines Diliman and the Ateneo Art Gallery at Ateneo de Manila University, demonstrating her appreciation for the country’s art and history.

Dr. Knight’s visit to the Philippines served as a valuable platform for dialogue, contributing to the wealth of knowledge in transnational higher education and research security. Her engagements with key stakeholders across the Philippine higher education landscape are expected to contribute significantly to the continued growth and development of the sector.

The University of the Philippines Los Baños’ Promoting Agroforest Stewardship & Ecological Observations (PASEO) through Edutourism initiative aims to elevate UPLB’s status as a premier edutourism destination in the Philippines. This visionary project, funded by the Commission on Higher Education (CHED), seeks to improve tourism-related products and services, empower local communities, and eventually assist other higher education institutions in developing similar edutourism programs. By combining education and tourism, PASEO promotes agroforest stewardship, ecological observations, and sustainable development.

UPLB-PASEO is a community program headed by UPLB OVCCA that aims to promote the edutourism landscape by combining education and tourism.

The campus offers pathways to explore life in the university: science and agriculture; biodiversity and forestry; technopreneurship; and culture and arts.

CHED IAS Concludes Onboarding Session for Project Technical Staff III, Bolstering Internationalization Efforts in the Regions

The Commission on Higher Education’s International Affairs Service (CHED IAS) recently concluded a successful Onboarding Session for Project Technical Staff III (PTS III) from August 28 to 30, 2024. The event aimed to equip the PTS III with the necessary knowledge and tools to support the CHED’s internationalization agenda effectively.

The PTS III plays a crucial role in assisting the designated CHED Regional IZN Focal Persons on Internationalization in implementing various internationalization projects, such as the Transnational Higher Education (TNHE) initiatives and the National Center for Academic Information and Mobility (NCAIM). Their contributions are vital to the success of these programs and the achievement of the CHED’s internationalization goals.

The Onboarding Session was meticulously designed to achieve three key objectives. First, it aimed to provide the PTS IIIs with a thorough understanding of the programs and projects managed by the CHED IAS, ensuring they are well-informed and aligned with the strategic objectives. Second, the session sought to establish clear expectations for the PTS III on how they will integrate into and enhance the processes of the CHED IAS, while also outlining the support and guidance they can expect from the CHED IAS to facilitate their success. Finally, the session fostered a sense of camaraderie and cooperation among the CHED IAS staff members and the PTS III through interactive group activities and exercises that promote teamwork and problem-solving skills.

The session was met with positive feedback from the participants, who valued the opportunity to gain deeper insights into the CHED IAS and its programs. The interactive activities proved beneficial in fostering connections with their colleagues and the CHED IAS staff.

The CHED IAS is optimistic that this Onboarding Session will significantly contribute to building a cohesive and effective team capable of driving the CHED’s internationalization agenda forward. The PTS III are now better equipped to support the CHED Regional IZN Focal Persons on Internationalization and contribute to the success of the various internationalization projects.

The CHED IAS extends its gratitude to all the participants for their active engagement and enthusiasm throughout the Onboarding Session. The CHED IAS also acknowledges the invaluable support of the CHED Regional Offices in facilitating the participation of the PTS III.

QS World University Rankings 2025

London, 5th June 2024: QS Quacquarelli Symonds, global higher education specialists, have released the 2025 edition of the world’s most-consulted international university ranking,  the only framework of its kind assessing both employability and sustainability factors.

The 2025 QS World University Rankings show significant improvements in both Academic and Employer Reputation, with all five universities in the Philippines climbing in these metrics. Notably, the Philippines’ average score for Employer Reputation stands at 46.3, the highest among Asian countries and territories, and more than double the global average of 19.8. In terms of Employment Outcomes, the Philippines achieves an average score of 41.5, the second highest in Asia, surpassed only by Singapore’s score of 53.9, and far above the global average of 23.8. It’s important to note that this performance reflects the achievements of a cluster of elite institutions, as only five Filipino universities are included in the rankings, rather than representing a national average. The University of the Philippines, the country’s highest-ranked institution, climbs into the world’s top 400. The Massachusetts Institute of Technology (MIT) celebrates thirteen consecutive years at the top of the rankings. Imperial College London claims the second spot, repeating its achievement from 2014. The University of Oxford and Harvard University remain in 3rd and 4th place respectively, while the University of Cambridge rounds out the top five. This year’s QS World University Rankings feature 1,500 universities across 106 higher education systems. The United States is the most represented country, with 197 ranked institutions, followed by the United Kingdom with 90 and China (Mainland) with 71.

All five ranked institutions in the Philippines climb the rankings in the Academic Reputation and Employer Reputation metrics, with the University of the Philippines placing in the world top 120 for its industry relations and collaboration and providing highly-skilled graduates who feed the demands of the workplace. 

  • Globally competitive employer outcomes

The Philippines presents two universities in the world top 200 for Employment Outcomes, with three of the country’s five ranked universities climbing the rankings in this metric. 

  • An opportunity to showcase sustainable outputs 

As students look to universities that reflect their sustainable and socially-just values, universities have an opportunity to better record and market their sustainability efforts to prospective students. The majority of universities ranked in the Philippines show improvement in the Sustainability metric, with the University of the Philippines climbing 140 places to sit in the world top 300. However, there is room for the Philippines to shine in this metric. 

  • Internationalisation in decline

There is also an opportunity for Filipino institutions to develop their internationalisation strategies when it comes to both academics and students. All institutions in the Philippines dropped in the International Faculty Ratio and International Student Ratio indicators. When considering average scores across these two indicators, the Philippines places in the bottom ten countries in Asia. 

The Philippines is home to five ranked institutions. Among these, three universities climb the table and two decline. The University of the Philippines is the top ranked institution, climbing 68 places this year to rank joint 336th globally.

  • When it comes to Employment Outcomes, three of the Philippines’ five ranked institutions show signs of growth in producing highly skilled and employable graduates. Two universities also place in the world top 200 in this metric, with Ateneo de Manila University leading the country in 156th place. 
  • Institutions in the Philippines also climb the rankings for their academic prowess. All five universities improve in the Academic Reputation metric, highlighting enhanced research quality, academic partnerships, strategic impact, educational innovation and the impact they have made on education and society at large. The University of the Philippines takes the top spot in this metric, climbing 11 places to rank 239th globally. 
  • De La Salle University is the Philippines top performer for research collaboration and outputs, as the country’s only entry in the top 1000 for Citations per Faculty. Climbing eight places to rank 982nd globally, the university is the only institution in the Philippines that hasn’t declined in this metric in 2025. 
  • In International Faculty Ratio and International Student Ratio, all Filipino universities show a decline, highlighting an important area for growth if the country is to compete on the global higher education stage. The University of Santo Tomas is the Philippines top performer in both metrics, placing in the world top 500 for its international faculty (459th) and 868th for international students. 
  • There is a more promising trend in the International Research Network metric, with three of the Philippines’ five universities improving their score in 2025 and strengthening their cross-border research partnerships. The University of Philippines has the country’s highest rank, climbing 61 places to 624th
  • There is good news for students looking for sustainably impactful universities. Only one university in the Philippines has dropped in the Sustainability indicator for 2025, with the University of the Philippines climbing an impressive 140 places to rank 230th globally. UP Vice President for Academic Affairs, Leo Cubillan, said that UP’s rise in rank for sustainability “reflects UP’s continuous efforts in sustainability and its roles as a leader in higher education, committed to making a positive impact to society and the environment.” 

Asia Overview

Singapore is the only Asian country featured among the world’s top 10 in the latest rankings. Mainland China leads the region with the most ranked universities and has the highest percentage of universities improving their positions (69%) among countries/territories with more than 10 ranked institutions, followed by India at 61%. Conversely, Japan sees the most significant decline, with 63% of its ranked universities losing ground, continuing a decade-long downward trend. Nevertheless, it boasts the region’s highest number of top-200 universities, with ten, followed by Mainland China with nine and South Korea with seven. Indonesia stands out for its stability, with 65% of its ranked universities maintaining their positions and 35% improving.

 Key observations and insights, with a focus on regional performances: 

The Philippines shine for Employability
The country attains the highest average score in Asia for Employer Reputation, indicating that its elite institutions effectively prepare work-ready graduates who achieve significant success. This is further evidenced by the country’s second-best regional average score in Employment Outcomes. However, the country faces challenges in achieving research impact and internationalizing its student and faculty bodies.


Singapore: Exceptional performance across Indicators 

Singapore leads in several key indicators despite having only four ranked institutions. Notably, it scores highest in International Faculty Ratio (100.0), International Students Ratio (77.1), and Citations Per Faculty (67.6). This underscores Singapore’s strong global appeal and its focus on research excellence. Additionally, its high scores in Employment Outcomes (53.9) and Sustainability (55.2) reflect the effectiveness of its higher education policies and the employability of its graduates. 

Mainland China: Leader in research impact 

Mainland China stands out with the highest Citations Per Faculty score (61.5) among the Asian countries with ten or more ranked universities. This indicates a strong research output and significant academic influence globally. China also achieves a notable International Research Network score (51.7), highlighting its extensive global research collaborations. 

Japan: Strong academic and employer reputation 

Japan excels in Academic Reputation (22.4) and Employer Reputation (26.6), reflecting the high regard for Japanese universities in both academic and professional circles. However, it lags in Citations Per Faculty (12.6), indicating room for improvement in research impact. 

India: Balanced performance with room for growth 

India shows a balanced performance but with lower scores in several areas. Its Citations Per Faculty score (37.8) is relatively high, suggesting an increasingly influential research output. However, India needs to improve in International Faculty Ratio (9.3) and International Students Ratio (2.9) to enhance its global engagement. 

South Korea: High faculty-student ratio 

Of the countries with ten or more ranked universities, South Korea stands out regionally as the top performer for Faculty-Student Ratio (56.1). This indicates a favorable learning environment with more faculty members per student, which is also an indication of a declining population. This is complemented by a strong Employer Reputation score (23.4), suggesting excellent job prospects for graduates. 

Malaysia: High internationalisation  

Malaysia scores high in International Faculty Ratio (34.6) and International Students Ratio (46.3), indicating its attractiveness to international academics and students. However, its Employment Outcomes score (9.7) suggests a need for better alignment between higher education and the job market. 

Indonesia: Improved performance

Indonesia’s most notable score is in Faculty Staff Ratio (26.1), but it has significant room for improvement in Citations Per Faculty (1.5) and International Students Ratio (2.8). These areas highlight opportunities for enhancing research output and global engagement. Nevertheless, it is one of the most improved countries in this edition.

Hong Kong SAR: Leading in international collaboration 

Hong Kong SAR achieves high scores in several indicators, particularly International Faculty Ratio (99.8), International Students Ratio (96.1), and Citations Per Faculty (78.0). This reflects its strong international orientation and research impact, making it a prominent educational hub.

Global Highlights

  • The UK has more elite universities than any other country, with three of the top five positions and excels in International Student Ratio, achieving the world’s second-highest average score, behind only Saudi Arabia.
  • The US maintains its global reputation according to employers and academics.
  • Canadian higher education excels in Sustainability, with two universities in the world’s top five, including the University of Toronto.
  • Australia leads the International Research Network in the Asia-Pacific region, claiming nine of the top 10 positions and boasts three institutions among the top 20.
  • Among China‘s five top-100 universities, four ascended in the rankings. Peking University holds the highest position at 14th, rising three spots.
  • India has shown remarkable progress, with 91% of its 46 ranked universities either climbing, remaining stable, or being new entries. 
  • Indonesia and Türkiye are among the most improved countries.
  • Latin America boasts four top-100 universities: Universidad de Buenos Aires, Pontificia Universidad Católica de Chile, Universidad Nacional Autónoma de México,
    and Universidade de São Paulo.
  • KFUPM (101st) in Saudi Arabia is the highest-ranked Arab institution, narrowly missing the top 100. Meanwhile, the University of Cape Town (171st)
    is Africa’s leader.

The 2024 AIMS National Review Meeting & IRO Seminar-Workshop, an annual event bringing together International Relations Officers (IROs) from universities in the AIMS program, was successfully held last June 25-28, 2024 at the Uno Business Hotel in Bukidnon.

Focusing on progress assessment, knowledge exchange, and capacity building, the event served as a vital platform for enhancing the program’s efficacy in facilitating student and faculty mobility across Southeast Asian member countries.

Five Philippine HEIs ranked in 2024 QS World University Rankings

The Commission on Higher Education (CHED) commends the five (5) Philippine higher education institutions (HEIs) that are included in the 2024 QS World University Rankings.

Philippine HEIs continue to improve their performance in the QS World University Rankings. Still leading the Philippine list, the University of the Philippines moves up to the 404th rank, closely followed by the Ateneo de Manila University at the 563rd place. The De La Salle University and University of Santo Tomas also maintain their presence in the rankings at the 681-690 and 801-850 groups, respectively.

After years of having only four HEIs, the Philippine list warmly welcomes the University of San Carlos, the fifth Philippine university to achieve ranking in the illustrious QS World University Rankings, placing at the 1201-1400 group.

The QS World University Rankings measure the performance and reputation of universities worldwide based on several key indicators, including academic reputation, employer reputation, faculty/student ratio, international diversity, research output, and citations per faculty. These rankings aim to provide a comprehensive assessment of universities’ overall quality and their ability to attract top faculty, students, and employers globally.

Evident in the results of this year’s QS, Times Higher Education (THE), and World University Rankings for Innovation (WURI), the number of Philippine universities being ranked and rated in international metrics continues to rise following CHED Chairman J. Prospero de Vera III’s initiative to internationalize Philippine HEIs and elevate their global reputation through scholarships in top foreign universities, university-to-university twinning programs and research, and study visits by top university officials.

Philippine Universities on the Rise in Times Higher Education Asia University Rankings 2023

Four (4) Philippine higher education institutions (HEIs) have made gains in the Times Higher Education Asia University Rankings 2023. This marks a significant achievement for the Philippine higher education, demonstrating the growing competitiveness of its universities on the global stage.

Ateneo de Manila University led the Philippine delegation, ranking 84th overall, while the University of the Philippines (UP) placed 201-250, De La Salle University (DLSU) placed 501-600, and Mapua University placed 601+. These rankings are a testament to the hard work and dedication of Philippine faculty, staff, and students.

“The increase in the number of Philippine universities included in the Times Higher Education Asia University Rankings is a remarkable achievement,” said CHED Chairman Popoy De Vera. 

“We are committed to supporting our universities and colleges so that they can continue to improve their rankings,” he added.

The Times Higher Education Asia University Rankings are based on 13 performance indicators, including teaching, research, knowledge transfer, and international outlook.

Ateneo de Manila University, which leaped from being having a reporter status last year, was recognized for its strong performance in citation impact and teaching performance. UP and DLSU, which dropped from their last year’s rankings, were nonetheless noted for their citations and industry income in the case of UP, and research and industry income for DLSU. 

Mapua University, which made its debut in the rankings this year, was noted for its industry income and international outlook. 

Also joining the list were Cebu Technological University, Mindanao State University – Iligan Institute of Technology, University of Santo Tomas, University of Science and Technology of Southern Philippines, Tarlac Agricultural University, and Visayas State University which participated in the rankings and garnered Reporter status. 

This made the country’s tally in the Times Higher Education Asia University Rankings 2023 equal to 10 Philippine HEIs compared to last year’s three (3), a statistic that clearly highlighted the passion and commitment of Philippine HEIs to offer quality higher education that is at par with their international counterparts.

The Commission through its International Affair Service conducts orientations, masterclasses, and writeshops not only to encourage the participation of Philippine HEIs in international ranking exercises but also to enhance their research capabilities, increase their international collaborations, and improve the quality of education that they provide. 

“We are committed to ensuring that our universities have the resources and support that they need to compete on the global stage. We are confident that with the right investments and strategies, Philippine universities will continue to rise in the rankings and make an even greater impact on the world,” De Vera said.
